The rights to the Hulk character (in games) have shuffled hands multiple times. After Radical Entertainment closed in 2012, the publishing rights defaulted back to Marvel (now owned by Disney). Disney has since focused on newer titles (LEGO Marvel, Marvel’s Avengers). Because the 2003 game is a movie tie-in with actors’ likenesses (Eric Bana, Jennifer Connelly), relicensing those contracts for a rerelease is legally and financially prohibitive.
